Why Turkish dental clinics don't show prices, “best” claims or reviews: the 2025 promotion regulation
Türkiye's Regulation on Promotion and Information Activities in Health Services was published in the Official Gazette (no. 33075) and came into force on 12 November 2025. It bans open or covert advertising by all healthcare providers, including dental clinics; providers may only give information within the rules. So on the website of a compliant dental clinic you won't find a price list, discounts, superiority claims such as “the best” or patients' thank-you messages. This article summarises the points that matter for patients and how you can use them when assessing a clinic.

What does the regulation restrict?
- Advertising: open or covert advertising of health services is banned; only information within the rules is allowed.
- Prices and campaigns: promotion may not include fees, discounts, campaigns or promotions; incentives such as gifts and prize draws are not allowed.
- Superiority claims: wording such as “the best”, “the only” or “leading” that creates a sense of superiority or exploits a lack of knowledge may not be used.
- Patient thanks: posts that use patients' or relatives' thanks and satisfaction as advertising are not allowed.
- Steering: content that directly or indirectly steers patients to a particular dentist or provider is banned.
- Sponsored listings: paid, sponsored or boosted search engine and social media listings are not allowed.
- Titles: only recognised specialty titles may be used; certificate-based “specialist” titles may not.
- Unproven methods: methods that are not scientifically proven or regulated by the Ministry may not be presented.
Before-and-after photos and patient images
The regulation doesn't ban patient images outright, but it sets strict conditions:
- A patient's image may not be used without their explicit consent, which can be withdrawn at any time.
- A patient who refuses must see no change in diagnosis, treatment or fees, and no discount or gift may be offered for consent.
- Images must not be misleading: no deceptive make-up and no retouching afterwards.
- Before and after photos must be taken under the same conditions, with the procedure date and the date of the image stated.
- It must be stated whether the image shows a real patient, and the source given if it's borrowed.
For domestic promotion, images must carry this warning (translated): “Results of any surgical or interventional procedure may vary from person to person. You are advised to obtain a detailed opinion from your doctor before the procedure.”
What a clinic website may show
The regulation also defines what information is allowed. Providers may share their address, contact details, opening hours, the fields in which they accept patients and the titles of their dentists. Websites must clearly show when the information was last updated and how to contact the site editor. Providers that treat patients from abroad under health tourism must also publish their health tourism authorisation certificate.
How you can use these rules as a patient
- Compare prices using the written plan given after an examination, not adverts; see what determines dental treatment prices.
- If a dentist is presented as a “specialist”, ask in which specialty; see how to tell a dental practice is licensed.
- Read reviews yourself on independent platforms rather than quotes chosen by the clinic; see how to read dental clinic reviews.
- Check before-and-after images for dates, consent and the warning text.
- You can report content you believe is advertising to the provincial health directorate.
How Dent32's website follows these rules
Instead of a price list or campaigns, we explain which factors determine the cost of treatment. We don't publish patient thanks or review quotes. We present our dentists with their titles and show the required warning next to before-and-after images. Every page shows the last update date and the site editor's contact details. Our articles are for information; the right treatment for you is decided after an examination.

Frequently asked questions
Why don't dental clinics in Türkiye publish prices?
The regulation bans fees, discounts and campaigns in promotion. Dental costs also depend on the number of teeth, materials and any additional procedures, so a realistic figure can only be given after an examination.
Are patients' Google reviews banned too?
Patients writing about their own experience on independent platforms isn't what the regulation addresses. It restricts providers from using thanks and satisfaction statements as advertising in their own promotion.
When did the regulation come into force?
It was published in the Official Gazette no. 33075 and came into force on 12 November 2025.
